Description

GENERAL ITEMS

9. APPROVAL OF SUPPLEMENTAL PLANT SURVEY
Description

In 2005 the Florida Department of Education approved the district's 2005-10 Five-Year School Plant Survey. Florida Statute 1010.31(1)(a) mandates that supplemental surveys be submitted when a school district seeks to construct new buildings not included in the Five-Year Survey. This survey amendment allows for the addition of the Wellness Center at Venice High School. This structure adds approximately 8,160 square foot of instructional space. Upon approval by the Board, the submittal will be accomplished on-line through the state's EFIS network.



Recommendation
That the School Board of Sarasota County approve the submittal of the supplemental School Plant Survey to the Florida Department of Education.   

AGREEMENTS/CONTRACTS

10. ADDENDUM TO CONTRACT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND THE SUNCOAST WORKFORCE BOARD, INC. - CAREER ADVISORS
Description
This addendum will provide payment to reflect an increase in salary and administration fees.

Recommendation
That the addendum to the contract for Career Advisors between the School Board of Sarasota County, Florida, and the Suncoast Workforce Board, Inc. be approved as presented.

11. APPROVAL OF AGREEMENT WITH QUALITY HEALTH CARE CENTER
Description
This agreement will allow for non-paid career technical work experience for Exceptional Student Education Students from North Port High School, ages 15 to 18 years of age, in 10th through 12th grade to learn the day to day business operations at the Quality Health Care Center.

Recommendation
That the School Board approve the agreement between the Vocational Instruction Program and the Quality Health Care Center.

12. APPROVAL OF AGREEMENT FOR REFUND OF EDUCATIONAL SYSTEM IMPACT FEES
Description
In July 2007 the developer of Jacaranda Trace Condominium Phase II, a 201-unit retirement community, paid $95,274 in school impact fees at the time they received their Certificates of Occupancy. In August the developer discovered that the Educational System Impact Fee ordinance requires that any "housing for older persons" impact fee exemption will be received prior to CO. The developer's subsequent exemption request has been approved, and they have now requested a refund of the paid fees. The developer has agreed to accept $90,000.00, with the difference allocated to administrative costs and legal fees. The attached Agreement authorizes the refund.   

Recommendation
That the School Board of Sarasota County authorize an Educational System Impact Fee refund to Jacaranda Trace, LTD., in the amount of $90,000.00.

GRANTS

13. APPROVAL OF THE APPLICATION FOR DRIVER EDUCATION ENHANCEMENT FUNDS TO PROVIDE COLLISION AVOIDANCE TRAINING TO APPROXIMATELY 300 SARASOTA COUNTY HIGH SCHOOL STUDENTS
Description

Pursuant to Section 318.1215, Florida Statutes and Section 122-35 of the Sarasota County Code, a $3.00 surcharge has been added to each civil traffic penalty in Sarasota County to enhance the funding of driver education programs in public and nonpublic schools located in Sarasota County.  The funds requested will provide collision avoidance training to approximately 300 high school students to teach them defensive driving techniques.  The training will be provided by four instructors from the Sarasota County Sheriff's Department throughout the 2008-2009 school year.



Recommendation
That the application for driver education enhancement funds to provide collision avoidance training to approximately 300 Sarasota County high school students be approved.

14. APPROVAL OF THE APPLICATION FOR DRIVER EDUCATION ENHANCEMENT FUNDS TO PROVIDE DRIVER EDUCATION TRAINING DURING SUMMER 2008
Description

15. APPROVAL OF THE SMALLER LEARNING COMMUNITIES GRANT PROPOSAL TO THE U S DEPARTMENT OF EDUCATION FOR SARASOTA DISTRICT HIGH SCHOOLS
Description
COMPETITIVE: Grant funds in the amount of $7,000,000.00 will expand and extend the current implementation of the smaller learning communities concept.

Recommendation
That the School Board of Sarasota County approve the Smaller Learning Communities Grant application.

FIELD TRIPS

16. APPROVAL OF THE VENICE HIGH SCHOOL FIELD TRIP TO COSTA RICA ON MARCH 28, 2008 THROUGH APRIL 5, 2008
Description
The Costa Rica Global Classroom Project is directly aligned with State Performance Standards in Ecology, Zoology, Spanish, Art and Earth Science.  Students will be given an opportunity to demonstrate what they have learned inside the classroom in a real world setting.  Students will see the wildlife and ecological principles they have been studying.  They will also have the opportunity to use their Spanish with native speakers.

Recommendation
That the Venice High School field trip to Costa Rica on March 28, 2008 through April 5, 2008, be approved.

17. APPROVAL OF PINE VIEW SCHOOL'S MODEL UNITED NATIONS FIELD TRIP TO WASHINGTON, D.C. ON FEBRUARY 13, 2008 THROUGH FEBRUARY 17, 2008
Description
The Model United Nations focuses on current political situations throughout the world.  Students are expected to do research and display knowledge of the current events pertaining to the country that they are representing.

Recommendation
That Pine View School's Model United Nations field trip to Washington, D.C. on February 13, 2008 through February 17, 2008 be approved.

EXPULSIONS

18. APPROVAL OF EXPULSION CASE NO. 07-327
Description

The student listed in Expulsion Case No. 07-327, is in violation of an accepted Expulsion Settlement Agreement for an alternative school placement.  On March 15, 2007, the student listed in Expulsion Case No. 07-327, violated School Board Policy 5.32, Zero Tolerance (1)(j) Possession, Use of, Sale of Controlled Substances.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until April 7, 2008.



Recommendation
That in accordance with provisions of Sections 1006.07 (1) (a) (b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 07-327, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately until April 7 of the 2007-2008 academic year.

Description

That in accordance with provisions of Sections 1006.07 (1) (a) (b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 08-016, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2007-2008 academic year, the 2008 summer session until September 13 of the 2008-2009 academic year.

That in accordance with provisions of Sections 1006.07 (1) (a) (b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 07-224, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately until January 30 of the 2007-2008 academic year.

Description

On August 31, 2007 the student listed in Expulsion Case No. 08-012, violated School Board Policy 5.32, Zero Tolerance (1) (j), Possession, Use, or Sale of Controlled Substances.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until July 30, 2008.



Recommendation
That in accordance with provisions of Sections 1006.07 (1) (a) (b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 08-012, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2007-2008 academic year, until July 30 of the 2008 summer session.

22. APPROVAL OF EXPULSION CASE NO. 07-262
Description

The student listed in Expulsion Case No. 07-262, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On February 12, 2007, the student listed in Expulsion Case No. 07-262, violated School Board Policy 5.322, Prohibition Against Use, Sale or Possession of Alcohol or Drugs.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until February 12, 2008.



Recommendation
That in accordance with provisions of Sections 1006.07 (1) (a) (b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 07-262, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately until February 27 of the 2007-2008 academic year.

MATERIALS MANAGEMENT

23. APPROVAL TO AWARD BID #8006 FOR IRRIGATION INSTALLATION, MAINTENANCE AND REPAIR SERVICES
Description
Bids to provide 'Irrigation Installation, Maintenance and Repair Services' were received from four vendors on November 15, 2007.  The bids of Central Florida Landscaping, Inc., for north county locations and Rainmaster, LLC dba Lang Irrigation for mid county and south county locations were the best low bids meeting the advertised specifications.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the capital budget allocated to the Facilities Services Department.

Recommendation
That the bids of Central Florida Landscaping, Inc., for north county locations and Rainmaster, LLC dba Lang Irrigation for mid county and south county locations, to provide 'Irrigation Installation, Maintenance and Repair Services' in an amount not to exceed $300,000.00, be approved for award and purchase.

24. APPROVAL TO AWARD BID #8025 FOR ART SUPPLIES - WAREHOUSE
Description
Bids to provide 'Art Supplies - Warehouse' were received from thirteen vendors on November 29, 2007.  The bids of Cutlass Enterprises, Inc./Bennett Pottery Supply, Dick Blick Company, Highwater Clays of Florida, National Art and School Supplies, Pyramid School Products, S & S Worldwide, Smith Office and Computer Supply, Standard Stationery Supply Company and Windtree Enterprises, Inc., were the best low bids meeting the advertised specifications.  Reasons for not selecting the apparent low bid are included with the bid tabulation.  This bid is for a period of one year with the option to renew for two additional one-year periods. Funds for these purchases are contained in the operating budgets of the schools and departments.

Recommendation

33. APPROVAL OF AMENDMENT #1 TO THE ARCHITECT'S AGREEMENT FOR THE NORTH COUNTY TECHNICAL CENTER PROJECT
Description
The scope of work for the amendment shall include:  [1] additional traffic study services at a cost of $56,510.00; [2] additional landscaping services at a cost of $40,800.00; [3] additional work performed by the educational design consultant at a cost of $43,200.00; [4] expansion of architect's fee schedule - (no cost); and [5] basic services fee for Phase I, Technical High School "BBB" will be 5.30% of the sum of the following:  negotiated GMP contract, design/build contract for portable demolition/culvert installation & fence work and design/build contract for clear, grub & building pad installation at cost of $833,664.00.  The above cited additional services are itemized on the enclosure.  The total cost of this amendment is $974,174.00.  Funds for this amendment are available through the project budget account.

Recommendation
That Amendment #1 to the agreement dated 10/4/2005 with Schenkel Shultz Architecture for the North County Technical Center project be approved as presented.

34. APPROVAL OF THE DEVELOPER'S AGREEMENT WITH SOUTHGATE UTILITIES, INC. FOR THE NORTH COUNTY TECHNICAL CENTER
Description
A Developer's Agreement between Southgate Utilities, Inc. and the School Board of Sarasota County, Florida, is necessary in order to provide a new water utility service to the North County Technical Center.  The potable water will service the new Suncoast Polytechnical High School and all future Technical Center buildings as they are constructed.  Cost associated with engineering review fees and inspection fees are included in the Suncoast Polytechnical High School project budget.

Recommendation
That the Developer's Agreement with Southgate Utilities, Inc. for the North County Technical Center be approved as presented.

35. APPROVAL OF UPDATE #2 TO THE 2007/2008 ANNUAL CERTIFICATION OF PROFESSIONALS FOR CONSTRUCTION RELATED SERVICES
Description

The recommended professionals have submitted annual request for certification by the School Board to provide professional construction related services for Sarasota County School Board projects.  These submissions are in accordance with School Board Policy #7.71.  The initial list was Board approved on 11/6/2007 (Item #33).  The newly added firms are identified, on the enclosure, at the end of the initial listing and are in bold print.  Upon Board approval, the pertinent data from these submissions will be incorporated to the existing list.



Recommendation
That Update #2 to the 2007-2008 Annual Certification of Professionals for Construction Related Services be approved as presented.

36. APPROVAL OF RANKING OF QUALIFIED AND CERTIFIED ENVIRONMENTAL CONSULTING FIRMS TO PROVIDE ENVIRONMENTAL CONSULTING SERVICES UNDER THE TERMS OF INDIVIDUAL NON-EXCLUSIVE THREE (3)-YEAR CONTINUING CONTRACTS
Description
The scope of work shall include, but not be limited to:  [1] Inspection of various wetlands/surface water management sites:  review each area's required success criteria & assist with establishing a rehabilitation plan and maintenance program; [2] Perform environmental monitoring for the determination of compensation success to include water levels and fixed point photographic documentation; [3] perform maintenance events which include chemical treatment and/or manual removal of noxious, nuisance, non-native plant species; [4] Perform replanting as necessary to maintain correct levels of desirable plant species; [5] Insure that all sites be maintained in accordance with their respective permits and all applicable Federal, State & County laws and ordinances.  On 12/13/2007, the Professional Services Selection Committee (PSSC) met to select at least one (1) but no more than two (2) qualified and certified environmental consulting firms for these services.  The Committee has ranked them in accordance with Board policy.  The total estimated cost for these services for the three (3)-year period is $500,000.00.  Funds for these services are available through individual capital project accounts.

Recommendation
That the ranking of qualified and certified environmental consulting firms to provide Environmental Consulting Services, under the terms of individual non-exclusive three (3)-year contracts, be approved as presented and the Director of Construction Services be authorized to attempt negotiations with the two (2) top-ranked firms.

The Superintendent's Financial Statement for the month ending November 30, 2007, shows a negative Capital Projects Fund unreserved fund balance.  The reserved balance is much larger this year than in prior years due to the rebuilds of Riverview and Venice High Schools.  When the majority of property taxes are received in December, the unreserved balance will be positive.  The SBA investments currently in Fund B are shown on a separate line as non-current assets, as the District does not currently have access to these funds.  These investments account for 7% of the District's investment portfolio in SBA and other local accounts.

43. APPROVAL OF THE RENAMING OF THE PHILLIPPI SHORES ELEMENTARY SCHOOL MEDIA CENTER TO THE CATHERINE H. SWIFT MEDIA CENTER
Description

The Swift Family Foundation has made a $100,000 pledge as a Named Tribute Gift with ten percent of the total pledge ($10,000) supporting the Education Foundation and the remaining $90,000 be evenly distributed to the Shirley A. Ritchey Endowment Fund ($45,000) and Phillippi Shores Elementary School ($45,000).  The renaming of the Media Center is in honor of Jon Swift's 97 year old mother, a retired educator.

44. APPROVAL TO EXTEND THE FIVE (5) DESIGN/BUILD NON-EXCLUSIVE CONTINUING CONTRACTS FOR AN ADDITIONAL ONE (1)-YEAR PERIOD AND INCREASE THE AMOUNT AVAILABLE TO FUND SUBPROJECTS TO BE ASSIGNED PURSUANT TO THE FIVE (5) NON-EXCLUSIVE CONTINUING CONTRACTS
Description

The five (5) individual contracts for these services were Board approved on 2/21/2006 (Item #47).  The original estimate for these services for the two-year contract period was $15,000,000.00.  The concretable buildings, which were installed at various campuses throughout the District, accounted for approximately seventy percent (70%) of the original estimate.  The volume of work from the Construction and Facilities Services Departments workload had previously increased the need for these services.  An increase of $12,000,000.00, was Board approved on 3/6/2007 (Item #19), in order to meet that need.  A large portion of that $12M increase was utilized for the CTE lab projects.  Per Article 1.1 of these agreements: "This agreement, at the Owner's discretion, is renewable for an additional one-year period at mutually agreed rates and conditions."  Staff is recommending exercising these options to renew these contracts for the additional one-year period.  Therefore, an increase of $10,000,000.00, is needed to fund the subprojects which will be assigned by the Construction and Facilities Services Departments under these contracts.  Funds for this increase are available through individual capital project accounts.



Recommendation

That the extension of the five (5) design/build non-exclusive continuing contacts for an additional one (1)-year period and the amount available be increased by $10,000,000.00 to fund subprojects to be assigned pursuant to the five (5) non-exclusive continuing contracts be approved as presented.



45. APPROVAL TO PURCHASE DOCUMENT CAMERA EQUIPMENT
Description

The Office of Instructional Technology and the Technology and Information Services Department request permission to purchase approximately 3,000 document camera units from United Data Technologies on the Citrus County School Board bid.  The purchase will complete the district-wide initiative to install a standard document camera with previously established ActivBoards in every classroom.  This project is part of the Year 4 District Equity of Technology Plan and will allow all teachers to project visual images of documents, textbook resources, and classroom demonstrations directly onto their ActivBoard.  Training for staff will be coordinated by the Office of Instructional Technology.  Funds for this purchase are contained in the Technology and Information Services capital budget.



Recommendation

That the purchase of document cameras from United Data Technologies, in an amount not to exceed $1,125,000.00, be approved.
